Once ten ore samples are collected, they can be refined into seven to ten Rubedite Ingots. Rubedite ingots are used for crafting pieces of heavy Rubedite Armor and weapons at any blacksmithing station.

All zones have approx. the same amount of resource nodes, but because the starter islands are smaller zones, the nodes appear very dense compared to other base game zones or especially a larger zone like Morrowind where nodes are much more spread out.

Little bit frustrating but i understand the reasoning. I farm a bit, decon from dungeons and questing, but i ended up getting over it and bought the rest.
